During the debates on the Immigration Bill, Ministers made statements to try and reassure those concerned about the introduction of a migrant surcharge and charges for primary and A&E healthcare. Steve from Doctors of the World has provided a useful summary of these statements which is attached. Many of the statements are useful for holding the Government to account (e.g. “…we will not do anything that will worsen public health”); some give clear guidance on entitlement (e.g. “GP and nurse consultations will remain free to all and… that is not limited to the first consultation.”); and others indicate areas where there may be space to push for further changes (e.g. “The Department of Health has committed to give further thought to strengthening exemptions in the current NHS charging regulations for vulnerable groups.”).
